LEAD TREATY COMPLIANCE SPECIALIST

As a LEAD TREATY COMPLIANCE SPECIALIST at the GS-0301-12 some of your typical work assignments may include:
Leads and manages the DTRA CWC treaty program implementation at one of two remaining U.S. chemical weapons destruction facilities (CWDF), each a first-of-a-kind pilot plant with new technologies. Oversees the conduct of on-site inspection program operations and support activities to ensure that U.S. treaty compliance at the CWDF is demonstrated to OPCW on-site inspectors and that inspection activities are accomplished under the consensus of the on-site U.S. Host Team and comply with CWC requirements, U.S. Government laws, policies, and regulations, to include in matters relating to security, health and safety. Leads and manages a remotely located branch of DTRA that is a tenant organization at an Army facility and hosted by the DoD Assembled Chemical Weapons Alternatives (ACWA). Manages a 10-person DTRA treaty escort branch directly supported by 10-15 contractors in performing both on-installation and off-installation required escort activities, that include performing, providing or obtaining operational, technical, administrative, security, logistical, transportation, communications, lodging and other support and direct oversight of the international inspectors and their activities on a 24/7/365 basis. Manages and oversees conduct of various Branch programs related to mission execution, operations support, scheduling, training, logistics and host facility support for the Branch as a tenant facility, safety, vehicle fleet management, property management, computer network equipment and other information systems operations, functionality and support. Manages and oversees the conduct of various collateral duty programs of responsibility assigned to appointed branch members to ensure their effectiveness and compliance with policy. Plans, schedules, coordinates and oversees the conduct of operational and support activities with OPCW inspection team personnel, U.S. on-site host team staff, the DTRA support contractor, DTRA headquarters and outside agencies. Recommends awards or other recognition, and changes in position classification. Effects disciplinary measures and recommends other actions in the more serious cases. Identifies developmental and training needs of employees and provides or arranges for needed development or training. On a regular and recurring basis, the position leads professional and administrative positions involved in the maintenance, modification, development, testing and deployment of systems. The incumbent of the position ensures the organization's strategic plan, mission, vision and values are communicated to team members and integrated into the team's strategies; goals, objectives, work plans and work products and services. Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee bas an integral role in developing the final team product. Provides training or arranges for training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide and arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Monitors and reports on the status and progress of work ensuring the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Serves as a facilitator and/or coach in coordinating team initiatives and in consensus building activities among team members. Leads the team in assessing its strengths and weaknesses and provides leadership to the team in the exploration of alternatives' and determining what improvements can be made (e.g., in work methods, processes and procedures). Approves emergency leave for up to three days and up to eight hours for medical appointments and/or other types of leave as delegated by management. Resolves simple, informal complaints of employees and refers others, such as formal grievances and appeals, to the supervisor or an appropriate management official. Communicates team consensus and recommendations to the supervisor on actions affecting team and individual awards, rewards and recognition. Intercedes with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend/ request related actions, such as:
assignments, reassignments, promotions, tour of duty changes, peer reviews and performance appraisals. You may qualify at the GS-12, if you fulfill the following
Qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Performing treaty inspection or escort duties or related work Inspecting, accounting for, maintaining, securing, handling, detecting, air monitoring, or destroying chemical weapons or related materials (samples, agent, ammunition, etc.) Leading small teams and performing operations center work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
